What impresses me most about Herbert is that his advice and trusted counsel were sought by leaders across partisan lines at the highest levels of government. This is remarkable at any time, but especially in these increasingly polarized ones. His intelligence, moral compass, and passion were crucial to the government of Sierra Leone and the international development community. He was a beloved mentor, colleague and friend. He helped me and my co-authors navigate complex dynamics and pull off research projects that we were proud of.
