Ambassador Sylvester E. Rowe Heartfelt sympathy to Selina and the entire M’cloud family on the passing of Herbert. In my view this sad event has diminished the exemplary contribution of Sierra Leoneans in the UN system, not only in terms of the principle of equitable representation, but more importantly the highest standard of efficiency, competence and integrity. I can testify to this during my brief but unforgettable intereaction with him during the process of implementing the mandate of the UN Peacebuilding Commission (PBC).
