A proud national of Sierra Leone, Herbert was an alumnus of the Sierra Leone Grammar School, with training at the postgraduate level in Economics and Development Planning from Fourah Bay College, where he was a founding member of Quimanora, and the Institute of Social Studies in the Hague. His professional interests focused on the challenges facing post-conflict countries and fragile states in a career spanning 35 years of development practice for the United Nations Development Program (UNDP), including 8 years as Director of Operations Policies and Programmes, as well as several positions as Resident Coordinator. In the latter part of his life, he was dedicated to the development and progress of Sierra Leone, serving as Adviser to the Government of Sierra Leone – in the administrations of both major political parties.
His additional consultancy work aimed to inform, to share, and to sensitize the public about the results of analyses, opinions, and studies by nationals and friends with extensive experience and expertise on matters affecting the Sierra Leonean (and African) march to prosperity.
He is survived by his wife. Selina M’cleod, children: Hirut & Jamal Johnson, Rinde M’cleod & Connie Chiang, and Ronke M’cleod, grandchildren: Teju and Sewanou.
